Required documents to prove eligibility to register and vote in the Out-of-Country Vote for the Iraq Council of Representatives on the 5th, 6th and 7th of March 2010.

In order to register and vote in the out-of-country voting process, Iraqi citizens living abroad must present at least two documents to prove their eligibility.

The eligibility criteria are:

1. Voter identification (identification documents)

2. Born on or before 31/12/1992 (age identification documents)

3. Iraqi nationality (nationality documents)

4. Governorate (governorate identification documents)

Documents that prove all eligibility criteria but still require a second document.

Iraqi documents:

1. Iraqi personal identity card

2. Iraqi nationality certificate

3. Iraqi passport (Type G)

4. Iraqi nationality book 1957

International/foreign documents:

1. Refugee card issued by the United Nations

2. Certifications issued by the Red Cross organization

3. Residency document in the foreign countries

Documents that prove certain criteria but that require another document to complete the rest of the eligibility criteria.

Iraqi documents:

1. Iraqi passport type (A, S, H, N, M) (proves identity, age, nationality)

2. Food ration card (proves the governorate)

Foreign documents:

1. Personal identification card (proves identity, age)

2. Foreign passport (proves identity, age)

VERY IMPORTANT NOTES

The food ration card must have priority over any other document to determine the governorate for which the voter will vote.

Iraqi official documents always have priority over international documents for identifying the governorate for which the voter will vote.

For the purpose of acceptance of the Iraqi passport, it must carry a visa or residence permit issued by the authority of the country where the voter lives.

International documents to prove the affiliation of the voter to a governorate are the refugee card issued by the United Nations and Red Cross Certificate if they contain a special field for place of birth. If not, they will not be sufficient to prove a link to the governorate.

The foreign document to prove affiliation of the voter to a governorate is the residency document if it contains a special field for place of birth. If not, it will not be sufficient to prove a link to the governorate. If the voter cannot prove that s/he is Iraqi or belongs to a governorate, s/he can provide documents that belong to his father, exclusively proving that s/he is Iraqi and belongs to a governorate.
