Mubarak visit to Algeria sends positive signals to Egyptian investors, Algerian students

Egyptian president Hosni Mubarak's short visit to Algeria last week ignited hopes of improved relations between the two countries, following the diplomatic crisis that developed during the African qualifiers for the 2010 World Cup.

Mubarak made a surprise visit to Algeria on July 4th to pay condolences to President Abdelaziz Bouteflika following the death of his brother, Dr. Mustapha Bouteflika. Despite the short duration, observers in Egypt said that the visit would help heal football wounds and spur investments.

"The trip is a very rational step in light of the previously charged atmosphere and will have very positive repercussions for economic relations between the two countries," said Ibrahim Al-Manzalawy, a member of the Economic Committee of Egypt's ruling National Democratic Party. "With many of the Algerian projects managed and operated by Egyptians, it was necessary to break the deadlock and set the wheels in motion again."

Mubarak's visit came after months of sour relations and media war between the two countries caused by violent clashes involving Egyptian and Algerian fans in November 2009 during the World Cup qualifiers. A bus transporting Algerian football players was attacked in Cairo, and in Algeria, mobs of football fans attacked Egyptian businesses and residences.

The crisis took a diplomatic turn with demonstrations in front of the Algerian embassy in Cairo and the recall of the Algerian ambassador in Cairo and the Egyptian ambassador in Algiers to their respective countries for consultations.

Several Egyptian investment projects in Algeria were cancelled. In May, Egyptian steel group al-Ezz suspended a $1.25 billion project to build a steel mill in Jijel, Algeria.

Political analyst Mohamed Saleh described Mubarak's visit as "historic". He expected Algerian President Abdelaziz Bouteflika would make a similar move to "boost bilateral relations and bilateral projects and to address issues of mutual interest, especially the issue of the revolving presidency of the Arab League."

Saleh said Egyptian businesses would seize the momentum created by the visit to invest in Algeria, similarly to what happened in Nile Basin countries such as Ethiopia, which is seeing a boom in new Egyptian investments.

Al-Manzalawy agreed with Saleh, expecting "further expansion of investment by Egyptian businessmen in Algeria, in the sectors of petroleum, communications, infrastructure, sanitation and electricity, in addition to the expected entry of Algeria into the Egyptian market through the exchange of expertise, such as by benefiting from the experiences of Algeria in the area of natural gas."

The news of the visit was well received in the Egyptian stock market with the CASE30 index climbing 2.5% after the visit was announced.

Souad Ibrahim, an Algerian student studying in Cairo, said she suffered greatly due to tension between the two countries and that many of her Algerian colleagues left.

"I did not believe reports of the visit initially and considered the notion of an exchange of presidential visits difficult. But now, after President Mubarak’s visit, the situation has changed and tension has ended," she said.

Souad said the visit would encourage Algerian students who left to return to Egyptian universities.

Algerian-Egyptian relations will be hard to mend, for me, especially after becoming victim to the hostile weather of the Egyptian media, and its foaming-mouth racism. Terrible, hateful and laughable things where said - more so on the Egyptian side. Such that you could be joined in thinking the Egyptians had held Algerians in contempt all along; suppressing these feelings until an excuse.

Evil people sowed the dissension between Egypt and Algeria. They were not Egyptians but foreigners, and led to destabilizing the relations between Egyptians and Algerians and both governments. Indeed, I do not think there is an Egyptian who has ever thought about attacking the soccer players of the friendly Arab teams. Egypt and Algeria have solid diplomatic relationships. In fact, Egyptians are kind and poor and they deal with all the brotherly Arab countries in a good way. Egypt has never been in disagreement with any Arab country, because she is the mother of all the Arab countries, and their diaspora live there. In fact, many Algerians live in Egypt and have businesses, charities and marital relations. In their daily life, they have never been harmed. They are greatly cared for and their matters are still facilitated. Thus, all the immoralities that were rumored about the Egyptian fans are fabricated and untrue, and aimed only at sowing dissension between both countries and distorting the Egyptians’ image in general.

As an Algerian citizen, I frankly feel that Egypt is a great and original Arab country, and that Egyptians are good and helpful people, despite the misunderstanding that occurred as a result of silly things. I think the wrangles should not have reached this point. In fact, I know Egypt and Egyptians well, and I believe that what happened is a mere misunderstanding. It was only the Egyptian and the Algerian fans supporting their national soccer teams. Thus, the Arab unity between Egypt and Algeria still persists, and I do not think such things will change the spirit of a good Arab Muslim and authentic people like Egyptians.

The Egyptians are good people who receive guests as if they were native inhabitants, and they do not distinguish between different peoples. They are a people of great civilization. The Egyptian people have done a lot to keep the Arab peoples together in harmony and love, and have contributed in many initiatives of reconciliation among different Arab countries. They are people of high and good morality, and the biggest proof of their kindness and morality is the help and assistance they manifest when they work in all Arab countries. Therefore, I believe the Egyptian people are a good people, despite the many failed attempts by the media to show the Egyptian people as degenerate people. But as a citizen of Algeria, I believe that the people of Egypt have a high national spirit towards all. They do not allow anyone to insult the Arab states, as they believe that they themselves belong to these states. What happened between Algeria and Egypt was just a simple problem, but the unfair media exaggerated the issue and wanted to ignite a war between Egypt and Algeria. But the Egyptian people or Algeria did not allow this to happen, because they are two Arab peoples and they cannot be separated, and this proves that the Egyptians are people with a great history and are highly cultivated.

The Egyptian people are one of the Arab peoples who have good morals. They are famous for their great hospitality. Everything that was broadcast on satellite channels concerning the trouble made by the Egyptians against the Algerians is just a rumor, intended to misrepresent the sincerity of the Egyptian people. I am an Algerian Arab and I consider the Egyptian people generous and good-hearted, people who cannot act as accused by the media and some channels, in order to isolate Egypt from Algeria in particular and from the Arab world in general. In fact, Egypt is the representative of the Arabs, and all of its people stand firm with Arab issues, as most of the Egyptian demonstrations are meant to support Arab causes and issues. That is why we feel that the Egyptians are true Arab people, who want the best for all Arab countries without any distinction. The Egyptian people have not had any problem with any Arab country for many years. They love all the Arabs and all countries. They are also helpful and want the development and progress of the Arab nation. Egypt with its good people is a mother to the Arab world. All people enjoy visiting this country to see the great history and civilization of its people, which dates back thousands of years. I am not flattering the Egyptian people; this is the truth that everyone knows.

I think that the Algerian people are supposed to be true Arab Muslims. However, what they did reflects a different image, far from the Islamic ethics imposed by Islam. Frankly speaking, the Algerian people have proven that they have abandoned their Islam and are looking for hostilities with their Arab brothers. The vicious acts carried out by the Algerian people reflect their bad manners, due to their mixing with European countries. They also reflect that they are corrupt and morally decadent.

The Algerian vandalism was not restricted to those things, it was even followed by acts of aggression against Egyptian properties, such as Egypt Air, Orascom telecommunication operator, and other commercial companies in Algeria. Algerians also destroyed them and stole their contents. The Algerian government did not take any firm stance to contain the crisis. On the contrary, the Algerian official independent media have supported these acts and tried to justify them. This is evidence of the filthiness of the Algerian government and the decadence of its people, while the whole world has witnessed the positive stance of the honest Egyptians, who did not treat these savages similarly. They kept silent and remained patient, trying to contain those decadent Algerians. Indeed, Egypt and her people are higher than acting in the same way as the Algerians, because Egypt is considered a mother to all Arabs, and was usually subjected to such stabs from Arabs, but she does not react, because the Egyptians have a lot of loyalty to their Arab nationalism, and they do not want to sow dissension between Egypt and any other Arab country.

The subsequent events that took place between Egypt and Algeria during the course of a soccer match between the two nations in the World Cup classification showed the hidden hatred of the Algerians for the Egyptians, and the dissolution of the former, with the attacks of the Algerian audience against Egypt and the Egyptians because of a soccer game. In fact, matters have escalated, and the Algerian public’s dirty actions were an offense against Egypt and the Egyptians. All people witnessed the Algerian hostility against the Egyptian team and its fans, who went to Sudan to attend the decisive match between the two nations. The Algerians, however, turned the soccer match into a dispute or a theater of operations, after the Algerian government sent the vermin of its society to Sudan on military aircraft, in order to cause unjustified riots against the Egyptians. And although Algeria’s team won the match, the Egyptian public was not able to escape their violence. Indeed, they attacked the buses carrying the Egyptians by stoning them, breaking the cars’ glass, and terrifying and humiliating the Egyptian public by brandishing knives and batons. In addition, the decadent Algerian public burned the Egyptian flag and stepped on it, even ran their cars over it. They also raised a lot of slogans and repeated many insults that offend Egypt and Egyptians. In fact, they described Egypt as “the one-million dancer nation,” in an attempt to humiliate the Egyptians. This definitely shows how barbaric and decadent Algerians are. They are a nation made up of criminals and corrupt people who forgot the Egyptian stances taken in their favor, and the fact that Egypt was always the real supporter of Algeria.

We owe the Egyptian people much love and respect, because they have proved that they deserve it with many of their attitudes. Despite the tensions and disagreement that recently occurred between Algeria and Egypt, due to the soccer riots that were provoked by the Algerian public who assaulted the Egyptians, and even though Algerian fans beat and insulted Egyptian fans, to the point of describing them with the dirtiest epithets, and burning and tearing up the Egyptian flag, despite all this, we witnessed a wonderful attitude from the Egyptians, who resorted to calm, self-restraint and avoided quarrels and verbal contests with the Algerians at the public and political level. On the contrary, we found that the Egyptian people adhered to the brotherly relations binding the neighboring peoples, which reflects the awareness of Egyptians and their knowledge of what is happening, and that the emergent events which happened will never cause any crisis or problem that can cause the relationship with Algeria to deteriorate, because Egypt was and will still remain the meeting place of the Arab world. As far as I am concerned, the Egyptian people took an honorable stance during the crisis caused by the Algeria-Egypt soccer match. They did not act in the same way or strike back, in spite of some Algerian journalists and irresponsible public declarations that Egypt is the country of a million belly-dancers, and that its people are degenerate. This Egyptian attitude will be branded in people’s memories, because the Egyptian people have proven to be of a higher level, and they they are seen from a special perspective by the Arabs. Egypt never gives up her positive relationships with all Arabs, even those who harm her. As a matter of fact, Egypt is owed all the respect and appreciation, and is also owed an apology for the acts of violence by some Algerian supporters, and for the obscene words against Egyptians. Egypt and the Egyptian people will always remain the center of gravity of the Arab world.
