Iraqi Prime Minister Nouri al-Maliki said Tuesday (August 31st) that Iraqi security forces are capable of maintaining security in Iraq "thanks to their professionalism, competency, and commitment to the interests of the nation and the citizen".
Al-Maliki spoke during a press conference held in Baghdad to mark the official end of the US combat mission in Iraq.
"From this day on, our security forces and agencies will play the leading role in establishing security, defending the country, and rebuffing the dangers that it is exposed to, whether from internal or external sources," al-Maliki said.
Al-Maliki said Iraq and its security forces have faced many challenges over the past few years, "but we were able to overcome many of them at the political, security, economic, and social levels".
"Terrorism has been at the top of the list of these challenges," he said.
The withdrawal of US forces from Iraq comes as part of a security agreement signed between Iraq and the United States Iraq in 2008.
US President Barack Obama marked the end of combat operations in Iraq during a speech from the White House Tuesday evening.
"Iraqi people now have lead responsibility for the security of their country," Obama said, adding that a transitional force of US troops will remain in the country to advise and assist Iraqi security forces.
"This completes a transition to Iraqi responsibility for their own security. US troops pulled out of Iraq’s cities last summer, and Iraqi forces have moved into the lead with considerable skill and commitment to their fellow citizens. Even as Iraq continues to suffer terrorist attacks, security incidents have been near the lowest on record since the war began. And Iraqi forces have taken the fight to al Qaeda, removing much of its leadership in Iraqi-led operations," Obama said.
In his speech, Al-Maliki called on "national forces and parties to bear their responsibility in the post-withdrawal stage to unify ranks in our open battle against terrorism and to complete the building of state institutions and security forces."
"Our success in the battle against terrorism depends on our national unity and the support we give to our security forces and agencies," he added.
Last week, the Iraqi government placed Iraqi police and army forces in a state of full alert to fend off any attacks or violence terrorist groups may have planned to try to undermine security.
Alaa al-Taey, spokesperson for the Iraqi Ministry of Interior, said the deployment of security forces, raising the level of caution, and declaring a state of maximum alert is "a tactic that the people will see a lot of in the upcoming period as Iraqi forces continue to take over more security responsibilities".
He said the information available to Iraqi security forces indicates that al-Qaeda "intends to stage attacks with the purpose of delivering a message to the effect that it is still alive in Iraq".
Al-Taey said the goal behind the new security measures is "to show the extent of the power of the state and its security forces, and to raise the state of alert to deny terrorist groups the chance to stage last-gasp attacks ".
"The current plan aims to achieve a number of goals for the benefit of public security, including re-evaluating the current situation and creating long-term and short-term plans," said Maj. Gen. Mohammed al-Askari, spokesperson for the Iraqi Ministry of Defence. "The citizens will notice and feel this in terms of improved security in Baghdad and Iraq in general."
Baghdad Operations Command spokesperson Maj. Gen. Qassim Atta said security officials stressed the need to empower intelligence agencies and mobilise citizens in co-operation with community councils and municipalities "because the current and next stages are important and we must not overlook anything or give room to the enemy".
In Anbar province, which was once considered among the least stable Iraqi provinces, Deputy Governor Hekmat Jassim Zaidan described the deployment of more Iraqi forces there as an "important and natural thing".
"Iraqi security forces have ventured into the hornet's nest, or rather, they have stormed the strongholds of terrorists," Zaidan said. "And as a result, they were dispersed and split, trying to hit sites here and there to diffuse the Iraqi military effort."
"However, the terrorists will certainly fail," he said.
Lt. Col. Ali al-Shemari of Diyala Operations Room said, "Raising the state of alert of the security forces was also made to prevent any laxity or indifference on the part of security forces in their war on terror."
"It serves as new booster for the security forces during this stage, which we hope will see the end of violence in Iraq," he said.
The considerable work done by the Iraqi government and security forces, with the assistance of the friendly U.S. forces, has already helped guarantee the security situation in the country very well, following the agreed-upon withdrawal of the U.S. forces a short time from now. I am sure of this, because the duties and proactive operations that the security forces are currently undertaking, with full control of the streets, are all evidence that the security forces have become strong and sophisticated, able to deter terrorism and any threat against the state’s security and the safety of its citizens. This is especially true of the development in all types and classes of the army and security forces, and their going through special courses in combatting and eliminating terrorism. There is no fear in Iraq in the presence of these heroes, the men of this country. I do not believe that any of them will be hesitant, even for a moment, in the defense of land and honor.
It was assumed that the politicians would form the government quickly, as one of their duties and in response to the favor done by the Iraqi people, who carried out their duty completely. Why, then, is there this delay and why are they mired in their narrow partisan interests? Do the Iraqi people deserve this? Do they support the people as the people support them or are they against them? Why do they deny Iraq the political process and try to kill democracy in its infancy, rather than protecting it so as to establish a strong democratic base? We need democracy. So the government must be formed as soon as possible, in order to for democracy to continue and for confidence in it to be strengthened.
If we want to follow the correct road of democracy, then we always have to return to the constitution for judgment, which states that the Iraqi president must be born in Iraq and his parents must be Iraqis. The constitution did not set down any conditions for ethnicity, religion or sect.
I will trust and vote for a Yazidi Minister of Defense, because a Muslim once said: "If the minister of defense had been Yazidi, the others would never have feared a military coup once the army and the police became fully armed. This would have saved us public money theft under the pretext of security which on the other hand would have improved."
May God support the men of the security and of the armed forces. Al-Qaeda is an organization with unknown origins. They alleged that they work in the name of the religion, and they killed the innocents in the military forces and the police. They also deceived and confused the ignorant people under the name of religion. The military solution is only the beginning and after that it is necessary to rebuild the Islamic Yemeni mentality on the basis of moderation and human logic. Al-Qaeda represents a new form of intellectual invasion whose impacts are still unclear to many people. The intellectual war is a form of dominance over the sources of thought and it is built upon the basis of manipulating human emotions and recruiting them in the name of their own beliefs.
Cooperation between citizens and the security forces has been very good, and this is the reason behind the security achievements realized on the ground between then and now, through the provision of relevant and useful information to the security agencies in order to reduce the activity of terrorist groups and their crimes committed against the Iraqi people. I think that the awareness and sense of responsibility had reached a peak after the growing awareness of the importance that everyone should be involved in fighting terrorism, to protect the Iraqi people and land from the threat of terrorism, as well as a result of Iraqis feeling that their security forces are part of them, and that they are working to protect them after the increase in confidence between the people and the security forces. This close cooperation between the two parties has succeeded in thwarting many terrorist attempts carried out by members of al-Qaeda to target government institutions, markets and popular gatherings. The latest act was one that occurred in the Abu Ghraib area, where residents of the area frustrated an attempt by al-Qaeda to target one of the popular markets. Therefore, cooperation between security forces and citizens is at a great and good level, and will contribute to the soon-to-come eradication of terrorism and al-Qaeda.
Many persons doubted the abilities of Al Maliki when he first became Prime Minister of Iraq. However, during his term, he worked seriously at all levels and in all situations. He tried to greatly develop the field of services, but I don't think that he found the required cooperation from other parties that put many barriers between them and Al Maliki. This is because he delivered blows to all the armed militias that operated for the benefit of different movements and parties. He prevented them from carrying weapons, a fact that raised anger among the politicians. However, this was the reason behind the success of Al Maliki in realizing safety in the country and the return of Iraqis to a normal life.
Al Maliki is not the only reason behind the safety achieved in the country, but the circumstances served him during his premiership. The Awakening forces were formed in all the towns and provinces where Al Qaeda members existed. In addition, the twofold increase of the security forces in Iraq, and the mutual cooperation with different countries, helped Iraq to arm its security forces and train them in a good way. Moreover, the people cooperated with these security forces as they realized the danger and realized that the situation was difficult, in order to eradicate terrorism and outlaws. But Al Maliki, as a person, wasn't a hundred percent successful. It's possible to say that he succeeded only twenty percent; the remaining success is thanks to the Iraqi people and the Awakening forces and their cooperation with the security forces.
By God, you are the one who is able to strengthen security in Iraq, Maliki, after the withdrawal of the U.S. troops. Despite all the challenges, the period of receipt of the government, which expired long ago, was a new experience in Iraq, where there is a Presidential Council with no relation to the Cabinet, and a House of Representatives and an Iraqi Parliament without relations to either of them. This means that the situation has changed, such that no single person is the leader, manager or president of all these positions, which are presidential or sovereign positions in Iraq. Today the situation is different. All these positions are, however, available to anyone through the election, and there are opposing views that may be taken in decision-making between these authorities or the three positions, as it is a new process where the decision is not made by one person who dominates all of these positions. It is a new experience and its time was short, because after the formation of the House of Representatives and the mandate to form a government, it took a long time to satisfy all parties for the approval of the government, and this time was subtracted from the years of the government, that is, the four years. After that, the government began building, equipping and arming the security forces. It started to work according to other resolutions, but there were those who opposed it from within the government, in addition to the terrorists, who were also trying to make the government fail, so the government was fighting on all sides, including those who were involved in financial and administrative corruption. All these were impediments to the work of the government, in addition to the service task of water, electricity and sewage systems, roads and buildings, which were completely destroyed because of terrorism. This was in addition to the largest task that this government received, the issue of sectarian strife which had prevailed in Iraq at that time, because of the terrorists and their deeds of sowing sedition, and because of the poor performance of the interim government that preceded it, and its racial and sectarian discrimination.
