Uzbekistan terror group and al-Qaeda exchanging militants

Recent UN reports suggest that the Islamic Movement of Uzbekistan (IMU) is recruiting followers in Europe with al-Qaeda's help. Analysts believe the move aims to combine efforts to establish a caliphate in Central Asia.

"A purposeful penetration of one terrorist organisation by another's members is under way," said Uzbek security analyst Yelena Fadeyeva. "It is meant to increase the effectiveness of their co-operation in waging a jihad [to establish a] caliphate."

The IMU, which al-Qaeda supports and finances, often exchanges militants with al-Qaeda, said Akramkhan Ismailov, an Uzbek National Security Service (SNB) analyst. "Clearly this is a unique way of exchanging experiences," he said.

One such militant is Mevlut Kar, a German citizen who in 2003 was sentenced in absentia by a Lebanese court to 15 years imprisonment for trying to form an al-Qaeda cell in Lebanon, Ismailov said. Kar has also participated in terrorist acts against coalition forces on the Afghan-Pakistani border.

Kar also plotted several terrorist acts in 2007 with the brothers Yassin and Monir Chouka, Ismailov said.

"In October 2011, Monir Chouka, on behalf of the IMU, took responsibility for a terrorist act in Afghanistan that cost five coalition soldiers their lives," Ismailov said.

Eleven Afghan civilians were killed and eight others wounded in that suicide bombing, according to media reports.

Kar, Chouka brothers added to international terrorist list

Kar, Yassin Chouka and Monir Chouka were added to the UN list of international terrorists on January 25th.

All three men are considered to be recruiters, propagandists and facilitators of terrorism, according to the UN, and are believed to be somewhere in Pakistan's tribal areas bordering Afghanistan.

According to the UN terrorism listing, Kar is suspected of being a member in the International Jihadist Union (IJU), whose "object and goal was to commit attacks with explosives within Germany".

The German Federal Court of Justice issued a warrant for Kar's arrest in August 2009 after his role in a plot to smuggle detonators into Germany by hiding them in shoes, according to the UN. The court also cited his membership in the IJU.

The German Federal Court of Justice issued warrants for the arrest of the Chouka brothers in October 2010 "based on the strong suspicion of membership in a terrorist organization abroad" after they made several videos promoting armed militancy. In one video, they called upon supporters in Germany to kill the German president and ordinary citizens, according to the UN.

Ismailov recalled another instance of terrorist co-operation. In February 2011, German authorities in Essen and Cologne detained two young men suspected of belonging to both the IMU and al-Qaeda. An investigation determined that in 2009 and 2010, they had attended a terrorist training camp in the Afghan-Pakistani border zone and helped deliver 39,000 euros ($51,200) to IMU leaders in that area.

Recruiting students in Europe

Al-Qaeda and the IMU propagandise their idea of a Central Asian caliphate among Muslims living in Europe, Fadeyeva said. The extremists concentrate on countries involved in the fight against international terrorism, including those with troops in Afghanistan.

"There are not many radicals living in Germany," Ismailov said. "However, the threat of terrorist acts in those countries is not an abstraction at all."

"Students from Central Asia, as well as from Muslim countries, are studying in Europe. They could […] become recruiting targets for the IMU," Ismailov said.

Security co-operation 'essential'

To destroy both groups, strong international co-operation is essential, Ismailov said. "The stronger our co-operation, the faster we can wipe them out."

Bakhodyr Zilyayev, chief of the Uzbek general prosecutor's Department for Fighting Tax and Currency Crimes and Legalising Criminal Income, agreed. "Only through tight co-operation of the security services of all countries will it be possible to cut off the activities of terrorist organisations and preventing terrorist acts," he said.

Last year, the fight against the IMU and al-Qaeda enjoyed notable successes, Ismailov said. "The IMU in December 2011 published a list of its own commanders and fighters who were killed in 2010-2011," he said. "The list had militants from Afghanistan, the former Soviet Union and Pakistan. It is a clear example of how joint work makes it possible to wipe out the [terrorist] threat."

I think al-Qaeda is an organization created by a group of “mentally ill” people who are bent upon destroying the name and image of the great religion of Islam such that their wicked and disgusting actions are eclipsing the great aspects of Islam that people need to be subjected to. Al-Qaeda, in my opinion, is nothing but another terrorist organization that works on the pretext of Islam and gains sympathy and support from like-minded “idiots” who, like the members of al-Qaeda, have the minimalist possible understanding of this great religion that they wish to enforce upon all the possible individuals all over the world. Remember that al-Qaeda claims to be a global organization with presence in a large number of countries against in a particular region or country. I, therefore, strongly rebuke this organization in the strictest of words and hope that it will face a number of failures in its campaign to rule people all over world and will ultimately collapse on its own self like a dead star, lost in the sands of time, forever a relic of the past.

Al-Qaeda is a terrorist group based in Afghanistan and they have been terrorizing the world with their sick ideology. The reason why this group of international terrorists is waging war against the USA and its allies is not morally justified. They are fighting in the name of Jihad also known as the “Holy war”. The cause of war is the oppression of the Islamic community by the world. They want all the foreign troops in the Middle East and other Arab countries withdrawn. The foreign troops are sent to these countries to maintain peace but al-Qaeda takes it as an act of oppression. They retaliate by killing hundreds of innocent people. Al-Qaeda has declared Jihad on the USA and its allies because of such claims of oppressions and their refusal to withdraw troops. They argue that they can govern and defend themselves following Islamic laws without help from any other country. They claim that this country has declared war on God and his messengers who are the Muslim community. This ideology is wrong and should be condemned by the whole world including the Muslim community. They cannot justify the killing of innocent people just because their government is corrupt.

There are many terrorist groups in the world and the most dangerous and well known is al-Qaeda. All these terrorists follow certain ideologies which they believe in. These ideologies make them believe that they are fighting for a just cause. The truth is that the ideologies are misleading and wrong. One of the strongest ideologies is the Jihad or the holy war. They believe that they are fighting for God because all those who oppress the Muslims have declared war on God and his messengers. It is up to the Muslim scholar who studies and has a deep understanding of the Islamic laws to help educate the world and the fellow Muslims from being misled. Islamic laws are not complicated but for years now, they have been widely misinterpreted and spun to suit the terrorist ideologies which are wrong. The only way for the scholar to counter this is by interpreting the law as it is to the wider Muslim community and it will be hard for the terrorists to change it with their misleading ideologies on Sharia and other Islamic laws.

I wonder what religion issues a Fatwa for the Jihadists to blow themselves amid human beings. Absolutely, it is not the religion of our Prophet Mohamed. It is rather a tailored kind of Islam for some people in order to use it with those simple-minded people from the ordinary and the ignorant people. In fact, if our prophet Mohamed (may peace be upon him) comes and see what is happening to his religion, he will get very angry. They would get a severe punishment in life and in the hereafter. In fact, I do not wish for the sectarian armament. Thus, media channels must develop and avoid the language of sectarianism.
